EU's Article 13 - the meme ban or upload filter - is intended to force UGC platforms like YouTube, Facebook to prevent users from uploading content that may infringe copyright. But in effect, it's politicians' attempt to counter Google and other technology & Internet platforms who has inflicted considerable adverse commercial impact to traditional media companies who failed to adapt, let alone embrace the Web. Will it work? And if implemented, how can Google counter and prevail?
