#10: Code

Body modifications are nothing new to the Inner of Kara. However, usually they buff the user’s power, not limit it. But, after the Karma ritual left Code with an unprecedented amount of chakra, putting blocks in his strength was the only way to keep him under control. That doesn’t mean he’s powerless though. Even with the power limiters in place, he’s said to be one of the strongest members of the Kara, Jigen included. Now that he’s bearing the legacy of his master, Isshiki, Code has no reason to hold back anymore. And, if he lives up to his reputation, Boruto and the others are going to have their hands full.

#9: Itachi Uchiha

There may not be a single ninja out there who wants to be on the wrong side of a Tsukuyomi. So, it’s no wonder that Itachi’s reputation definitely precedes him. After all, from Prodigal Son to Public Enemy Number One, the Uchiha has shown off some of the gnarliest jutsu out there. And yet, even his Mangekyō Sharingan isn’t what makes him so menacing in a battle. No, it’s that Itachi is willing to do just about anything for what he believes in. Even if it means killing innocent people, his parents, and himself in the process. Truly, the only thing scarier than a ninja of Itachi’s status is someone who’s willing to die for their cause.

#8: Pain

The leader of the Akatsuki didn’t earn his name for being friendly, that’s for sure. On sheer reputation alone, the fact that Pain commanded respect from such a nasty assortment of villains speaks for itself. But, just to prove it, he taught the Hidden Leaf Village a lesson on real pain. To this day, not many other people can say they destroyed a whole civilization in a single strike. Although, that’s just yet another check on Pain’s already lengthy resume. Which just so happens to also include victories over Jiraiya, Kakashi, and Naruto. If Nagato hadn’t been talked off the ledge, odds are the Hidden Leaf wouldn’t have been the only village left in ruins.

#7: Toneri Ōtsutsuki

If this guy is any indication, even a branch family of the Ōtsutsuki line can still seriously dish it out. So, living up to his family name, Toneri began his assault on Earth by going straight for the heart. Or, in this case, the eyes. Then, with a shiny new pair of Byakugan eyeballs, he proceeded to slice the moon itself in half. Plus, along the way, he even gave Nine-Tails Naruto a good whooping. At this point in the series, there had never been someone capable of such global devastation. Even though he inevitably got put in his place, one thing’s still for certain: Toneri’s power is truly out of this world.

#6: Urashiki Ōtsutsuki

Don’t let the jovial attitude fool you, this villain is anything but friendly. On the contrary, Urashiki only smiles so much because he takes so much joy in dismantling his enemies. And, as with any hobby, he only gets better with practice. It’s not like Urashiki targets weaklings, either. He’s taken down Kage, he’s taken down Jinchuriki, and he’s taken down Kage who are also Jinchruiki. In fact, not even the fellow Ōtsutsuki, Toneri, could last more than a few moments in the ring with him. And, of course, Urashiki did it all without ever losing that sinister smirk. Yeah, it’s a good thing Naruto and the others didn’t have to fight him one-on-one.

#5: Obito Uchiha

It’s no exaggeration to say most shinobi can’t even land a single finger on Obito. His ocular prowess manifested in the almighty Kamui ability, which lets him hop between dimensional spaces at will. So, he can turn himself utterly intangible, and also make an immediate getaway if things ever get dicey. But, as Kakashi will attest, Obito’s a whole lot more than a one-trick ninja. No, he has the skills to give some of the best warriors around a run for their shuriken - and that’s before he became the Ten-Tails Jinchuriki. After he mastered the power of the Tailed Beasts, even the entire Allied Shinobi Forces were no match for him anymore.

#4: Momoshiki Ōtsutsuki

From the moment he crashed the Chunin Exams, it was all too clear that Momoshiki was simply in a league of his own. To hammer the point home, he didn’t just embarrass the Hidden Leaf, he also kidnapped their Hokage. And yet, Naruto-napping is just the start of Momoshiki’s track record. Once he really flexed his stuff, he managed to take on Naruto, Sasuke, Boruto, and four other Kage all at the same time. On principle alone, that’s probably one of the most impressive feats of any villain to date. Especially since, even together, they couldn’t fully defeat him. Instead, as Boruto learned the hard way, death isn’t the end for someone like Momoshiki.

#3: Madara Uchiha

After generations of legends, Madara’s name alone was capable of spurring an entire Great Ninja War. Yet, somehow, he lived up to that reputation, and then some. Upon being reincarnated, his very first order of business was dismantling the Shinobi Alliance with his fists alone. Then, just to rub salt in the wound, he dropped both the mic and the meteor on the unlucky stragglers. Although, from Madara, a swift death is something of a mercy. It’s certainly getting off better than the Five Kage, who had to face his Perfect Susano’o in all its terrifying glory. By the time he awakened to the Ten-Tails’ power, it was obvious that the stories of Madara’s might were oh-so true.

#2: Isshiki Ōtsutsuki

Overwhelming power kind of runs in the family. But, Isshiki puts his lineage to shame with a chakra that’s too much for mortals to even use, power limiters or not. He’s faster than the Sharingan, stronger than Six Paths Sage Mode, and can disintegrate almost any Jutsu with a blink of his eye. If that sounds unbeatable, that’s because it pretty much is. In fact, for all intents and purposes, he defeated both Naruto and Sasuke in battle. So, if even Naruto’s life-draining Baryon Mode couldn’t fully put Isshiki six feet deep, it’s hard to say what can. It just goes to show that Isshiki isn’t just living up to his family’s reputation, he’s the one making it.

#1: Kaguya Ōtsutsuki

As the progenitor of chakra on Earth, this matriarch had a pretty big head start on the competition. So, whether it’s hopping dimensions, reducing enemies to ash, or outright absorbing Jutsu, Kaguya proved that Mother really does know best. Sure, the rest of her clan is nothing to sneeze at. But, since she literally cut Isshiki down to size, there’s no question who’s the real leader of the Ōtsutsuki. To put it bluntly, beating her is completely out of the question And, without two descendants of her sons, there’s no way to seal her away, either. Basically, barring an absolute miracle, no one will be unseating Kaguya’s reign any time soon.
