The game makes a big deal about how joining BLADE is voluntary and you shouldn't be pressured into joining, yet when given the option the game persists that you say yes until you do.

At the end of ME1 you're given the choice on who will be Earth's first member on the council, should you Choose Anderson he'll end up resigning between the 2nd and 3rd game making Udina the councillor regardless.
