VOICE OVER: Dan
There's nothing like watching an animated megalomaniac blister on and on about his evil plan! These include a wide variety of amusing and engaging foes, like the mysterious foes like Dr. Claw, to the all-powerful Aku, the psychotic Joker and even robotic life forms, such as Megatron, the ruthless leader of the Decepticons. Join http://www.WatchMojo.com as we count down our favorite cartoon villains.

#10- Dr. Claw “Inspector Gadget” (1983-1986)

This controlling mastermind behind the evil M.A.D. syndicate is straight out of a Bond film. Quote unquote “appearing” with his mascot, his M.A.D. Cat, his secret lairs range from hidden castles to underwater volcanoes. Dr. Claw’s true menace lies in the mystery of his actual appearance—allowing imaginations to run wild.

#9- Aku “Samurai Jack (2001-2004)

Also in:

Top 10 Best Cartoon Villains of ALL TIME

Aku is quite simply evil incarnate who has taken over the world, hence his title of “Shogun of Sorrow”. Memorably voiced by the late great Mako, he is one of a kind for his ability to shape-shift, time travel, teleport and conjure towers. His only weakness is Jack’s blade, and as a coward, he isn’t above running away at the first sign that he may actually lose a fight.

#8- Mojo Jojo “The Powerpuff Girls” (1998-2005)

Also in:

Top 10 Best Powerpuff Girls Villains

Next up is the evil chimpanzee scientist who serves as the wildly entertaining arch nemesis of The Powerpuff Girls. In each episode, Mojo Jojo continually concocts new ways to crush the trio, take over Townsville and conquer the world—if only he could catch a break.

#7- Magneto “X-Men” (1992-1997)

Also in:

Top 10 Best Cartoon Villains of the 1990s

Few cartoon villains, let alone super villains, are bent on the suppression of the entire human race and still manage to have us sympathize with their reasoning. That was the case on every Saturday morning as the master of magnets and his brotherhood fought for mutant rights, and dominance, against fellow mutants, the X-men.

#6- The Joker “Batman: The Animated Series” (1992-1995)

Also in:

Top 10 Most Powerful Cartoon Villains Ever

Preceding Heath Ledger’s performance in The Dark Knight, Mark Hamill’s animated Joker is often considered the best incarnation of Batman’s greatest nemesis. A madman with a sick sense of humour, none of Gotham’s other criminals ever truly managed to measure up to the irrational and dangerous clown prince of crime.

#5- Mumm-Ra “Thundercats” (1985- 1989)

Also in:

Top 10 Greatest Cartoon Network Villains of all Time

This immortal demon sorcerer and arch nemesis to those space faring fur balls is awesome. That’s because he is given the transformation sequence each episode. He also happens to be the most memorable character from what was an otherwise spotty series for being a bad guy that audiences could actually fear.

#4- Skeletor “He-Man and the Masters of the Universe” (1983-1985)

There’s something about a villain with a skull for a head, massive muscular torso and shrill whinny voice that’s just… off. Like Mumm-Ra, Skeletor managed to outshine the good guys, serving not only at the main antagonist, but often as comic relief.

#3- Shredder & Krang “Teenage Mutant Ninja Turtles” (1987-1996)

Also in:

Top 10 Teenage Mutant Ninja Turtles Rip-Offs

While this odd couple may be technically the archenemies of the Teenage Mutant Ninja Turtles, at their core, they’re they are each other’s greatest foe. Their love hate relationship and bickering not only costs them their victories, but also made for countless laughs. Best of all is the voice work, from Krang’s alien gurgling to Uncle Phil’s growling out of the Shredder.

#2- Cobra Commander and Company “G.I. Joe: A Real American Hero” (1985-1986)

Also in:

Top 10 American Horror Story Villains

His goal of world domination is one shared with his peers. However, Cobra Commander may just be the only villain capable of potentially achieving this goal despite himself. Wildly incompetent, he’s backed up by unlimited resources and minions more competent then himself with the likes of Destro, Zartan and The Baroness under his command.

#1- Megatron “Transformers” (1984-1987)

Top 10 Best Cartoon Villains of the 2010s

Was there any doubt? The supreme leader of the Decepticons, this power hungry tyrant caused the destruction of Cybertron and leads a war that has been waged for a millennia. Sure, he has been criticized for transforming into a simple gun that his minions wield, but no other cartoon villain is this cool, or maniacally calculating. Do you agree or disagree with our top 10? Which cartoon villain do you fear most? Be sure to let us know and subscribe to Watchmojo.com for more great top 10 lists.
