For this list, we’ve chosen the most evil, creepy and over-the-top laughs that the evilest of evil cartoon characters can muster. Sometimes multiple characters in a show let out devilish laughter, but here, we’re only counting one per series.

#10: Lord Dominator
“Wander Over Yonder” (2013-16)

Meet the most infamous villain in the galaxy: Lord Dominator! He’s intimidating, he’s armed for invasion, he’s not messing around, and he’s… a deviously pretty lady in a magma suit. Able to disguise her voice with her helmet, Dominator has not one but two evil laughs. When donning her helmet, her laugh is deep and menacing and sends other villains to their knees in fear. When she removes her protective gear, her cackle is creepy and over-the-top like a crazed teenage girl. With one good chuckle and another to spare, plus her indisputable aura of authority, killer good looks and killer good weapons, Lord Dominator reigns supreme in the galaxy – and she should celebrate with some well-deserved laughter!

#9: Bill Cipher
“Gravity Falls” (2012-16)

This equilateral monster and his laugh are what nightmares are really made of. Bill Cipher is a powerful demon from another dimension that can not only travel through dreams; he can even take control of the citizens of Gravity Falls – laughing every step of the way. His ultimate goal is to bring about the end of the world by opening a portal to his world, in what can only be described as Weirdmageddon. If his spooky dream powers or his one creepy eye weren’t terrifying enough, just listen to his chuckle! It’s eerie and unnerving. In fact, the only thing scarier than that is his singing voice…

#8: Zim
“Invader Zim” (2001-06)

It only makes sense that one of the craziest invaders would have the craziest cackle. Zim and his robot GIR have come to Earth to take it over for the Irken Empire. Zim spends his time on Earth trying to blend in with humans to varying degrees of success, and it doesn’t help that his nemesis Dib is always trying to expose his secret. Whenever Dib’s plans fail, Zim can’t resist giving a loud and over-the-top laugh at the human’s expense. And that laugh is loud, menacing, and proud… but if he wants to keep his cover under wraps, he’d better tone it down.

#7: Light Yagami
“Death Note” (2006-07)

Light Yagami is a key example as to why you should never pick up a notebook that allows you to decide who dies. Though at first, he’s determined to use the Death Note for good – or what he thinks is good – and to use its power to kill despicable criminals, Light starts to take a turn for the maniacal. His plan becomes more about silencing those who catch on to his deadly deeds… for good. He slips slowly into insanity throughout the series until the finale, where he makes his madness known with one chilling and demented laugh that has everyone around – including the audience – absolutely terrified.

#6: Yami Marik
“Yu-Gi-Oh!” (2000-04)

As if Marik Ishtar weren’t enough of a threat with his Egyptian God Card and mind controlling Millennium Rod… but he has a dark side too? Meet Yami Marik, a dark force deep inside Marik that tries to spread his negativity with his thematically dark cards and a snicker that sends chills down the spines of his fellow characters and audience members alike. The antagonist even relegates one of Yugi’s friends to the Shadow Realm. His dueling strategies and God Card are bad enough, but he constantly mocks his opponents with his deep and creepy chuckle… made even creepier by his twisted, crazy face!

#5: The Grim Reaper
“The Grim Adventures of Billy & Mandy” (2003-07)

When the Grim Reaper comes for you, be prepared to hear his haunting laugh. Grim’s view on life is usually pretty cynical –mostly because of his situation with Billy and Mandy – but even he needs a good laugh once in a while. Greg Eagles’ deep voice adds a little extra flare to his haunting laugh when he’s out reaping. There is one thing that always makes Grim laugh the most: picturing the day when he can finally reap the souls of Billy and Mandy, and end his nightmare for good.

#4: Sheldon J. Plankton
“SpongeBob SquarePants” (1999-)

Big evil laughs can come in small packages, and they don’t get any smaller than Plankton. Plankton may be tiny, but he’s got a devious brain, loud voice and endless amounts of malicious determination. He often dissolves into laughter, especially when he’s scheming to achieve his goal of stealing the Krabby Patty secret formula to get customers to come to his own eatery, the Chum Bucket. His laugh can range from low and intimidating to booming and menacing… some might say he’s trying to compensate for something. But if there’s anything creepier than his laugh, it’s his agonizing scream of terror when things go wrong.

#3: Aku
“Samurai Jack” (2001-04)

Only evil incarnate can have a laugh that creepy. Aku, ‘The Master of Masters,’ has sent humanity’s only hope – a samurai prince – into a future where Aku rules the world and is too powerful to stop, his confidence made evident by his hooting and hollering. Things get a little harder when he has to stop the samurai from traveling back to the past, where Jack hopes to stop Aku’s rise to power by any means necessary… but Aku brushes it off with some good ol’ ridiculing. Even evil incarnate can have a sense of humor, however – especially when he’s messing with the hero’s quest; and Aku’s sinister chortle – provided by the late Mako – will continue to mock Samurai Jack until his journey is finally complete.

#2: Sideshow Bob
“The Simpsons” (1989-)

Sure, Mr. Burns may have a pretty sadistic laugh, but this spot goes to none other than Sideshow Bob and his deranged chortle. Ever since Bart Simpson sent him to jail, the washout TV comedian has vowed revenge on the little hellraiser, loudly and maniacally plotting away. Actor Kelsey Grammer brings life to the role of Robert Underdunk Terwilliger not only with his spectacular singing, but also with his hysterical, over-the-top guffaw. Grammer may hate doing the laugh with a burning passion, but the audience fell in love with it… though someday, Bob might want to think about a different hobby.

Before we reveal our number one evil laugher, here are a few honorable mentions:
- Vicky
“The Fairly OddParents” (2001-06; 2008-)

- Beautiful Gorgeous
“The Adventures of Jimmy Neutron: Boy Genius” (2002-06)

- Skeletor
“He-Man and the Masters of the Universe” (1983-85)

#1: The Joker
“Batman: The Animated Series” (1992-95)

Are you really surprised? Who else has an eviler, more devious, and more bone-chilling laugh than the Clown Prince of Crime? Mark Hamill gives this role his all by turning the Joker’s chuckle into a bone-chilling musical instrument. What makes his chortle even creepier is that he can find any occasion to laugh: whether he’s terrorizing the city, about to go for the kill, or just having a fun time. But his favorite reason to laugh by far is when he’s making a fool out of Batman. But even when he himself is beaten, the Joker always gets the last laugh.
