From U-2 spy plane encounters that led to Project Blue Book, to bizarre Russian incidents with "humanoids with large black eyes," these declassified files reveal the government's ongoing interest in unexplained aerial phenomena. Recent releases like Record Group 615 have confirmed UAP investigations continue across multiple agencies including the FAA, NRC, and ODNI. #10: U-2 Spy Plane Encounters

One particular declassified document from the Central Intelligence Agency detailed U-2 and OXCART programs from 1954-1974. At one point, the document states that air traffic controllers “began receiving increasing numbers of UFO reports” once U-2’s started flying at higher altitudes - specifically above 60,000 feet. Pilots, and observers on the ground, began writing letters reporting these sightings which eventually led to the creation of Project Blue Book, which focused on finding explanations for the unexplained phenomena. Over half of the reports from the 50’s and 60’s could be explained by the tests surrounding the U-2, though the public was left unaware until this information was declassified.


#9: FBI - Sightings in the 50’s

An FBI memo from August of 1950 confirms that unexplained phenomena - now referred to as Unidentified Anomalous Phenomena or UAP - were observed near sensitive installations; over 150 sightings were recorded in New Mexico alone over two years! The memo even lists the three types of phenomena that had been recorded over that time: 1) green fireballs; 2) classic discs; and 3) aerial phenomena resembling meteoric material moving at high velocity. Another FBI memo from earlier that year details an Air Force investigator’s report of three crashed discs that were recovered in New Mexico - what a hot spot for UAP activity!


#8: Area 51

Area 51 has been a site of interest to conspiracy theorists for decades, with supposed ex-employees claiming to have been part of secret UFO programs at the Nevada site. However, many documents have been declassified over the years to confirm its existence as a once top-secret government testing facility. To the dismay of many, these documents do not confirm UAP are housed there. However, having a map of the facility officially released and details explaining that the site had been used to test multiple stealth aircraft were a big step to many in the community. The National Security Archive’s website lists Area 51 on their “UFO and Other Paranormal Information” page - leaving us all to wonder if more will be revealed in the future.


#7: Project Blue Book

From 1952 to its termination in 1969, Project Blue Book collected over 12,000 UAP reports which were declassified in 1976 after redactions had been applied. Out of those reports, 701 remained “Unidentified” with no scientific explanation, though they decided to terminate the program despite these statistics. Within the declassified documentation it is stated that an “Aerial Phenomena Section/Group/Branch” existed within the Department of Defense during the years Project Blue Book was active. This indicates that the terminology was being used well before modern times.


#6: Record Group 615: ODNI (Office of Director of National Intelligence)

With the passing of 2024’s National Defense Authorization Act, a collection of declassified materials was released via the National Archives called “Record Group 615: Unidentified Anomalous Phenomena Records Collection.” This release includes materials from multiple government agencies, one being the ODNI, or Office of Director of National Intelligence. Within this release is the 2022 Annual Report of Unidentified Aerial Phenomena which details the establishment of the All-Domain Anomaly Resolution Office (AARO) to aid in the collection, reporting, and analysis of what they refer to as “UAP incidents” across the Intelligence Community - all but confirming to the public that the US government was still interested in knowing more about these UAP, even after Project Blue Book’s termination decades before.


#5: Record Group 615: NRC (Nuclear Regulatory Commission)

Another agency included in the Record Group 615 collection is the Nuclear Regulatory Commission (NRC). The UAP & nuclear connection has long been a topic of discussion within the community, and the declassified documents related to this topic were seen as a win by the community after decades of being labelled “conspiracy theory.” The documents even detail the inclusion of UAP within their “Flyover Reporting Guidance for Suspicious Incident Database,” indicating that the NRC was actively interested in collecting data connected to the UAP mystery. The 2023 National Defense Authorization Act required the NRC to provide the Department of Defense UAP and drone flyover data on a recurring annual basis - to be delivered to their newly formed All-Domain Anomaly Resolution Office (AARO).


#4: Record Group 615: FAA (Federal Aviation Administration)

If there’s one group that would be guaranteed to have data regarding UAP in our skies, you’d think it’d be the FAA, or Federal Aviation Administration. That’s why it was no surprise to see this agency included in the Record Group 615 collection. The data ranges from 2007 to 2024. One “Skywatch Incident Report” included in the collection states that in February of 2007, at least twelve aircraft reported a UAP (referred to in the document as a “UFO”) in the Hayden, Colorado area. Also noted is the fact that no radar return was being observed, making the incident even more interesting. But the most intriguing part of the report? Direct quote: “The UFO is apparently tracking the aircraft.”


#3: Record Group 615: OSD (Office of Secretary of Defense)

One of the most intriguing discussions in recent times regarding possible UAP craft material has been the US Government’s cooperative research and development agreement, commonly referred to as a CRADA, with To The Stars Academy (TTSA). Now called simply “To The Stars” and founded in 2014 by Blink-182’s Tom DeLonge, they signed the CRADA contract in 2019 when the media company provided samples of what they believed to be “metamaterials” from a UAP craft! The report of these tests was released as part of Record Group 615. The conclusion was unfortunately not as out-of-this-world as the community had originally hoped - the report states the test results do “not indicate that its origin is non-terrestrial.”


#2: Viral KGB Document

According to a declassified document on the CIA’s website, an alleged UAP incident in Russia was first reported in March of 1993. It described a UAP referred to as “a quite low-flying spaceship in the shape of a saucer” which had been hit by an “unexpectedly launched” missile. Testimonies from eyewitnesses state that “five short humanoids with ‘large heads and large black eyes’ emerged from it…(They) came close together and then ‘merged into a single object that acquired a spherical shape’” which began buzzing and hissing sharply.” The document describes the shape becoming “a brilliant white”, growing much bigger and exploding into an “extremely bright light”. The most intriguing part? Allegedly, 23 soldiers who watched this take place “turned into…stone poles.”


#1: Immaculate Constellation

One controversy within the UAP community revolved around a whistleblower report that may or may not have been official, referring to an Unacknowledged Special Access Program called “Immaculate Constellation.” The release of this report via the US Congress’ website was seen as a massive win for transparency on the UAP topic.However, the government states that Matthew Brown, the whistleblower, mistook fictitious wargame scenarios for actual information related to UAPs. The report describes Immaculate Constellation as being a part of a network of Special Access Programs related to UAP and NHI, or “non-human intelligence.” It even describes footage of a large UAP concealing itself within cloud formations!

#10 accurately reports how the document describes Project Blue Book arising from the number of sightings that correlated with U-2 tests, but the document strongly suggests the high-altitude testing began after Project Blue Book was initiated.
