YES! They request a minimum of three (which should be mandatory). If the contributor can't add even that they shouldn't be adding. But your other points cover their motives very well.

As I said, screw the points. Each list should be able to conjure a conversation on it's own. Admittedly I've made a few I consider a bit weak now but reading GOOD suggestions from other people sets parameters, BAD suggestions just produce copious amounts of garbage.
