The fact the games are not that graphic in content to begin with, also it is a superhero game which are not rated CERO Z in Japan, heck Batman: Arkham Knight is rated CERO D uncut and it content is a lot worse then the Infamous series.

The fact that the USA are less tolerant to sexy skimpy outfits comp, and the fact the later Senran Kagura games are M rated with content not that is not that much different from the first game.

Australia is infamous for banning/censoring video games and giving harsher age ratings then other countries. And the fact that some of the enemy death animations such as the Bloody Zombie and the bosses like the Beelzebub!
