He should be the first as he is the true hero. He more than once saves Frodo from death, kills shellob, defeats Gollum and much more being just a shy gardener

It's actually Sm?agol and I think you should include Gollum in the same place. Should be very high on the list because he is a very deep and interesting character having multiple personalities. You don't know if he is evil or just nayve. He ultimately saves the world by destroying the ring (unintentionally)
