The Eggman Empire's size is unclear, but as seen with SAT AM Eggman becomes the ultimate Captain Planet Villain. Even ignoring that series, Eggman's tyranny and conquest or destruction of Mobius is unmatched. Also he wants to turn all animals into robots, including Sonic and pals.

This guy just SCREAMS Dictator. As if the communist getup and cape wasn't enough, he also uses pure evil Psycho Power to brainwash his servants. Also many of the heroes have a personal vengeance against him.

While not technically on the top, these royals sure act like it. From shooting random people at sight for little reason to holding a QUEEN hostage, they are pure corruption incarnate. Infact Sabo is the only rich person with any morality, especially when he sees his entire neighborhood celebrating the idea of genocide against Gray Terminal.
