There are technically no Water Dragon Slayers in the show, but Juvia is as close as it gets. a powerful mage, and a mighty water user that would make even Avatar's waterbenders turn envious, with her splashing sharp water moves, and the ability to switch her body from solid to water at will.

The most terrifying and powerful water user I've seen, she can generate water out of nothing, create huge, city drowning cascades, water cannons and blades that terrif even the most powerful of shinigami, even if they happen to be powerful ice users.

It's a magical girl show, and for some reason, the girls are rather powerful when it comes to elemental usage, especially this girl who can create icecicles, watery twisters and water dragons.

Akatsuki is already quite notorious, and this shark-like ninja is only emphasysing that point. One of the most prominent water jutsu users in the series, if not THE most prominent, Kisame is a terrifying opponent and a powerful water user.

Considering she's the one character considered an elemental user in an anime where characters primarily use tech weapons and guns should say a lot. And she's wickedly talented even in that roster.
