They are basically the foot soldiers of the slave trader Hoyt Volker. They don't appear until the second half of the game and are harder to kill than Vaas' pirates

they basically are enemies with everyone except themselves and attack anything. If you have good karma, they will put a bounty on your head and hunt you down and ambush you at random places
