It's hard to say if this is an official character or even a pokemon. One of the few videogame characters that messes up the entire game and one of the few to have a random appearance among about 5 bodies. What's more is his stats: knows watergun twice, is a BIRD/999 type, has either 0 def or speed, and is either 22.1 or 3507.2 pounds.

Standing out in Street Fighter is difficult, but when your yoga training is so off the charts that it makes your limbs stretch, breath fire, fly and teleport: then you are indeed weird. Ps- that stupid dance.
