Lance switches between being a rival to the Arrow (season 1 & 3), and going into an ally (2 & 4). he obviously wants the best for his daughters and wants to protect the city, but his own insecurities including his alcoholism put him at odds as much as help him with the protagonists on occassion.

He is also furious with how the World Government handles things, particularly the Alabasta event coverup that got him a Medal of Dishonor (even though his new rank matches his power level accurately than before).
