The most terrifying and powerful water user I've seen, she can generate water out of nothing, create huge, city drowning cascades, water cannons and blades that terrif even the most powerful of shinigami, even if they happen to be powerful ice users.

It's a magical girl show, and for some reason, the girls are rather powerful when it comes to elemental usage, especially this girl who can create icecicles, watery twisters and water dragons.

Akatsuki is already quite notorious, and this shark-like ninja is only emphasysing that point. One of the most prominent water jutsu users in the series, if not THE most prominent, Kisame is a terrifying opponent and a powerful water user.

Can you make blades, tsunamis, watery dragons and steam by generating water out of thin air? Then you have no reason to ditch this girl from the list.
